1. Minor exceptions included the operation of the Chinese mining company Shougang in Marcona, Peru from 1993, and the operation of China National Petroleum Company from 1997 in Venezuela, and from 2006 in Ecuador.
2. Nevertheless, in 2012 a smaller, 6,000 hectacre version of the project re-emerged in conjunction with a planned trip by the president of Suriname to China.
3. In Brazil, similar concerns drove a ruling by Brazil’s Attorney General in 2010 severely limiting land purchases by foreigners.

In July 2012, a new umbrella agreement was signed between the Government of Jamaica and China Communications and Construction Corporation covering a range of new potential projects from housing to road and bridge construction. The agreement has not yet been ratified by the Jamaica parliament, however, and its potential value has not yet been made public.
