The Vice Ministry for Interculturalism was tasked with compiling an official database of Peru’s Indigenous communities, using more specific criteria suggested under ILO 169, and after an extensive period of research and discussion, the Vice Ministry published its list in October 2013, including 48 Amazonian peoples and 4 Andean ones: Quechua, Aymara, Uro and Jaqaru. It is still a work in progress.

The latter were designed to further develop mechanisms for citizen participation that are stipulated in the prior ruling.
  5. This conflict began with the so-called “Ley de la Selva” (Law of the Jungle) which President García presented to Congress in late December 2006. Officially called Proyecto de Ley Nº 840/2006–PE,1 it proposed a change in the property regime for “unproductive” forest lands owned by the State, in order to sell them to private investors. This was followed by Decrees N° 1064, 1080, 1081, 1089 and 1090, related to similar issues. Both the Ombudsman and a congressional committee tasked to review these measures challenged their constitutionality and recommend their repeal.
